2024 Annual Town Report – Organizational Transparency

The 2024 Annual Town Report has now been published and is available for review.


One section that has drawn attention is the organizational chart, with some residents expressing concern about the number of staff hired during this term. To provide greater clarity and transparency, this year’s report includes a detailed breakdown of the organizational structure.



New Positions Added in 2024



It’s important to note that most staffing changes were either to fill existing vacancies or to address critical service needs that had been left unfilled for years. Key new positions include:


  • Economic Development & Tourism Officer – Until recently, our Town was the only municipality in Niagara without an Economic Development department.

  • Recreation Programs Specialist – This role has doubled recreation programming and increased Town revenues in Parks & Recreation.

  • Climate Change Coordinator – Joined the Town five months ago to help build sustainability and resiliency plans.

  • By-laws & Policy Coordinator – Updating by-laws that, in many cases, are 20+ years old.

  • Heritage Planner – Supporting preservation and responsible planning.

  • Legal Assistant – Bringing this role in-house is saving the Town thousands of dollars in external legal fees.

  • Mechanic – Providing essential in-house support for Town equipment and vehicles.

  • Town of Grimsby – Population: 28,883 | Employees: 394

  • Niagara-on-the-Lake – Population: 20,863 | Employees: 159 (+42 seasonal: lifeguards, crossing guards, Parks & Rec)

  • Town of Lincoln – Population: 25,719 | Employees: 390

  • City of Thorold – Population: 23,816 | Employees: 343

While staffing levels can be a point of discussion, these additions are strategic investments that improve service delivery, reduce outside costs, and position our Town for long-term success.
