Status: Approved July 2023

Outcome: Staff directed to implement a universal licensing program for businesses regardless of sector.

SHORT-TERM RENTAL (STR) BYLAW REFORM

To strengthen regulation, enforcement, and community impact mitigation of STR's.

Status: Approved

Key Provisions: New license limits, clearer definitions, and enhanced compliance measures.

COMMERCIAL USE OF AGRICULTURAL LANDS

To address increasing concerns over non-agricultural commercial activities on protected agricultural lands.

Status: Passed

Direction: Staff to review current policies and propose clearer boundaries on allowable uses.

SUNSET OF DISCRETIONARY GRANTS PROGRAM

To phase out the existing discretionary grant program and replace it with a more focused funding stream.

Status: Approved

New Initiative: Creation of a community and Youth initiatives Grant Program starting in 2026.

Writing an application

QUEEN STREET HERITAGE DISTRICT MASTER SECONDARY PLAN

To guide long-term, comprehensive planning rather than temporary measures.

Status: Approved

Staff are currently working on the plan.

To ensure Niagara-on-the-Lake's tree protection framework is stronger, clearer, more enforceable and aligns with growth pressures and environmental priorities.

Status: Approved

Goal to move beyond outdated or reactive rules and create a modern, proactive tree protection system.

BYLAW ENFORCEMENT RESOURCING

To increase bylaw staffing levels, improve enforcement during evenings and weekends, and highlight gaps in zoning enforcement, property standards and complaint response times.

Status: Approved
